It is the Mission of the Virgin Islands Horse Racing Commission to make the sport of horse racing in the United States Virgin Islands a premier racing destination in the Caribbean; to have the best-thoroughbred racing experience with a commitment to the integrity, safety, and continuous improvements to our local horse industry. Ensuring that the rich history of horse racing in the Territory is never forgotten while paying close attention to the industry’s best policies, practices, and procedures in the ever-changing, global horse racing industry. To create an atmosphere that will attract new participants to a new and improved United States Virgin Islands Horse Industry.​
