Per 3 V.I.C. § 302, DSPR is mandated to:​

• Administer public recreation programs … in the United States Virgin Islands, including the organization and maintenance of youth sports leagues;

• Provide and maintain parks, recreation areas, and sports complexes for public use and enjoyment;

• Promote physical fitness throughout the United States Virgin Islands;

• Be responsible for and administer beautification programs;

• Administer, manage, regulate and control the use and operation of all public parks, lands for public recreation, marine parks, and such others as may be designated by regulations by the Commissioner, including but not limited to beaches within the coastal zone as defined in Title 12, chapter 21 of this Code, that either are owned by or which may be acquired by the Government of the Virgin Islands (32 VIC § 21)
